Kemendikbud Perkuat Peran Guru Dalam Evaluasi Belajar

Jakarta, Kemendikbud --- Ujian Sekolah Berstandar Nasional (USBN) tahun ini mengalami pengembangan. Sebanyak 75 hingga dengan 80 persen soal USBN untuk jenjang SD (SD) disiapkan oleh guru mata pelajaran pada satuan pendidikan, lalu dikonsolidasikan dengan Kelompok Kerja Guru (KKG).

Pada jenjang SD, USBN di tahun 2018 tetap menguji tiga mata pelajaran, yaitu Bahasa Indonesia, Ilmu Pengetahuan Alam (IPA), dan Matematika. Sekitar 90 persen soal berjenis pilihan ganda, dan sekitar 10 persen berbentuk esai.

“Perakitan soal USBN seratus persen dilaksanakan guru-guru mata pelajaran di tingkat KKG atau Musyawarah Guru Mata Pelajaran (MGMP),” disampaikan Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy dalam taklimat media di kantor Kementerian Pendidikan dan Kebudayaan  (Kemendikbud), Jakarta, Rabu (10/1/2018).

Kepala Badan Penelitian dan Pengembangan (Balitbang), Totok Suprayitno mengungkapkan bahwa mata pelajaran yang diujikan sebelumnya telah diujikan dalam US/M. Sedangkan untuk mata pelajaran Pendidikan Agama, Pendidikan Pancasila dan Kewarganegaraan (PPKn), Ilmu Pengetahuan Sosial (IPS), Seni Budaya dan Keterampilan, Pendidikan Jasmani dan Kesehatan (Penjaskes) dan Olah raga. "Naskah soal ujian seratus persen disiapkan oleh sekolah," ujar Totok.

Untuk Kesetaraan Program Paket A mata pelajaran yang diujikan dalam USBN yaitu Bahasa Indonesia, Matematika, IPA, IPS, dan PPKN. Lima mapel tersebut merupakan mapel yang yang sebelumnya diujikan dalam US/M Program Kesetaraan. Pada Ujian Sekolah yang diujikan yaitu Pendidikan Agama, Seni Budaya dan Keterampilan, serta Penjaskes dan Olah Raga.

Selanjutnya, untuk jenjang SMP, SMA, SMK, dan Pendidikan Luar Biasa, serta Pendidikan Kesetaraan (Paket B/Wustha, dan Paket C/Ulya) seluruh mata pelajaran akan diujikan dalam USBN, dan tidak ada lagi pelaksanaan ujian sekolah. “Tahun ini, seluruh Mapel akan diujikan dengan komposisi soal 90 persen pilihan ganda, dan 10 persen esai,” terperinci Totok.

Sedangkan untuk jenjang SMP, SMA, dan Sekolah Menengah kejuruan 75 hingga 80 persen naskah disiapkan oleh guru pada satuan pendidikan dan dikonsolidasikan dengan Musyawarah Guru Mata Pelajaran (MGMP). Untuk SDLB, SMPLB, dan SMALB 100 persen soal ujian disiapkan oleh sekolah menurut kisi-kisi nasional. Selanjutnya untuk Pendidikan Kesetaraan Program Paket A/Ula, Paket B/Wustha, dan Paket C/Ulya 75 – 80 persen soal ujian disiapkan oleh Tutor dan dikonsolidasikan dengan Forum Tutor, dan 20 – 25 pesen soal disiapkan oleh sentra sebagai soal jangkar (anchor).

Penyusunan soal USBN tahun ini melibatkan guru dari banyak sekali sekolah untuk menciptakan butir-butir soal dengan porsi 75 hingga 80 persen, lalu digabungkan dengan 20 hingga 25 persen soal yang disiapkan oleh pusat.

"Soal itu lalu diperiksa dan dirakit bersama oleh KKG atau MGMP, di bawah koordinasi Dinas Pendidikan Provinsi/Kab/Kota atau Kanwil/Kantor Kemenag. Standar dan kisi-kisi ditetapkan oleh BSNP,”  ujar Kepala Balitbang.

Pada tahun pelajaran 2016/2017, ujian final satuan pendidikan pada jenjang SD memakai istilah Ujian Sekolah/Madrasah biasa disingkat US/M. Sedangkan Ujian Sekolah Berstandar Nasional (USBN) mulai diberlakukan pada tahun pelajaran 2016/2017 untuk SMP, SMA, SMK, dengan beberapa mata pelajaran yang diujikan.

Kepala Badan Standarisasi Nasional Pendidikan (BSNP) Bambang Suryadi mengungkapkan posisi USBN sangat strategis, khususnya semenjak Ujian Nasional tidak lagi memilih kelulusan penerima didik.

"Dengan USBN ini, kita juga meningkatkan kompetensi guru dan capaian kompetensi lulusan," ujar Bambang.

USBN Dorong Revitalisasi Sekolah dan Peran Guru

Pemerintah berupaya mengembalikan tugas penting guru di satuan pendidikan dalam melaksanakan penilaian hasil belajar. Menurut Mendikbud, sudah cukup usang guru tidak terbiasa menciptakan alat penilaian hasil mencar ilmu sendiri.

"Kita ingin guru semakin memahami perihal standar isi, standar evaluasi, terutama standar kompetensi lulusan yang diharapkan. Bukan sekadar apa yang diajarkan guru, tapi apa yg harus dimiliki oleh siswa dikala dinyatakan lulus," tutur Muhadjir.

Pelaksana Tugas (Plt.) Direktur Jenderal Guru dan Tenaga Kependidikan (Dirjen GTK), Hamid Muhammad mengungkapkan bahwa di bulan Februari mendatang Kemendikbud akan melatih guru-guru di level KKG dan MGMP di kabupaten/kota untuk menyusun soal-soal ujian yang sanggup dipakai sebagai alat penilaian mencar ilmu penerima didik.
